Q: What is LAFCO?

A: The Local Agency Formation Commission (LAFCO) is an independent government agency which controls local agency boundaries and municipal services through annexations (the addition of territory to an existing city or district), formations (creation of a new district) and incorporations (creation of a new city). LAFCOs are established in each county and are governed by the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.

Q: How will the city council be selected?

A: If incorporation is approved by LAFCO, the voters will also elect its first city council at the March 2009 election.

Q: How can I ensure that my voice is heard?

A: There are several ways. On September 18 at 4:30 p.m., LAFCO will conduct a public hearing on the proposed incorporation of Alamo. You can attend these meetings, ask questions and express your views.

You can also send letters to LAFCO which will be read by LAFCO staff and the Commission and become part of the public record.

Q: How can I learn more about incorporation?

A: The Public Review Draft CFA which looks at the financial feasibility of the proposed Alamo incorporation, and the Public Review Draft Initial Study/Negative Declaration which evaluates the environmental impacts of incorporation are posted on the LAFCO website. Contra Costa LAFCO also has general policies and procedures relating to incorporation, which are also available online. In addition, the State Office of Planning & Research prepared "Incorporation Guidelines" which are available on the CALAFCO website at www.calafco.org.
